The Rio 2016 Olympic and Para-Olympic games, together with other large events scheduled for upcoming years, such as the 2014 World Cup and the 2011 Military Games, generate enormous opportunities for the development of Rio de Janeiro. The Rio 2016 Olympic and Para-Olympic Games represent a celebration of sports and will be a source of transformation for the city, promoting an environmental, architectural, cultural and sustainable economy legacy, benefiting the urban environment and the quality of life of citizens.
The design of the Master Plan for the Rio 2016 Olympic Park must take into consideration three moments:

1. The Games Mode must ensure the best event realization and operational conditions of the 2016 Olympic and Paralympic Games in the Barra da Tijuca region.
2. The Legacy Mode must ensure the feasibility for the implementation of new developments which, when added to the future Olympic Training Center, shall provide the project with sustainability, guaranteeing, for the upcoming decades, an exemplary and meaningful area in the city of Rio de Janeiro.
3. The Transformation Period: it should ensure a planned, effective and economical transition between the Games and Legacy mode.
